Qatar meets France

Monaco, a microstate carved out of the French Riviera, is home to the most domestically powerful monarchy in Europe. The prince exerts near absolute control over the executive branch and the directly elected parliament does not have significant power to make changes to government policy. In addition, French interests, wealthy casino owners, and foreign investors have the prince’s ear while Monagasques struggle to have their voices heard politically. The country is heavily reliant on France and would collapse if cut off from French support. Whether it was through legitimately strong economic policy or simply the country’s tax haven status attracting wealthy expats, Monaco has achieved one of if not the strongest economy in the world. In addition, the country has one of the highest life expectancies in the world and is a major source of medical tourism for wealthy Europeans and North Africans. If not for the country’s very low democracy score, Monaco would be more comparable to Germany and Slovenia than to Palau and Mauritius, but the country’s democracy score tied with Kuwait places it much lower.
